Legal status of the Lithuanian Institute of Public Administration

Lithuanian Institute of Public Administration (LIPA) was established on 25 January 1999 under the resolution of the Government of the Republic of Lithuania.

Its legal status – public institution.

AREAS OF ACTIVITY OF THE LITHUANIAN INSTITUTE OF PUBLIC ADMINISTRATION
1. Drafting and updating training programmes for civil servants.
2. Training of civil servants.
3. Training and skills upgrading of lecturers.
4. Participation in the international cooperation programmes and projects related to the development of public administration skills and the mission of the Institute.
5. Methodological, consultative, organizational support for state and municipal institutions.
6. Surveys on the matters of training of civil servants.
7. Dissemination of the culture of public administration.
8. Development of the information database.
9. Preparation and publishing of methodological literature.
 The Authorised ECDL Test Centre has been set up within the auspices of the Lithuanian Institute of Public Administration.
 
 
PRIORITIES OF ACTIVITIES OF THE INSTITUTE FOR 2006 - 2010
To develop training courses according to priority objectives of training of civil servants in preparing and updating training programmes about the EU with a particular focus on Lithuania’s preparations for presidency of the EU, improving administrative capacities of civil servants who will represent Lithuania before the EU authorities and ability of citizens of the Republic of Lithuania to get jobs in these authorities.
To implement international projects according to the provisions of Measures for the Implementation of the Republic of Lithuania Government Programme for 2004-2008 through active participation in the donor country’s mission of Lithuania.
To guarantee quality implementation of training goals provided for in the Republic of Lithuania Law on Civil Service and the Civil Servants’ Training Strategy for 2007-2010 for all priority training groups of civil servants in implementing the envisaged strategy of the Institute until 2010.
To develop research works in public administration area, consulting activities, preparation of methodologies and analytical activities in observance of the Plans of Measures for 2007–2010 of the Implementation of the Public Administration Development Strategy until 2010.
Having regard to the mission and vision of the Institute, to enhance internal resources, skills and quality initiatives of the Institute seeking effective team work conforming to the European standards.
 
STRATEGIC GOALS
From the Institute’s Development Strategy for 2007–2010:
1. Provision of high quality training services: 
1a) to civil servants of categories 18–20 (OLYMP);  
1b) on matters of EU training; 
1c) on matters of training of personnel services; 
1d) on matters of continuous advanced training;
1e) on matters of introductory training;
1f) according to tender-based training projects;
2. To develop services of consulting and surveys in the public sector.                
3. To disseminate good practice in other countries through participation in tenders of projects for the European Union support and development cooperation of Lithuania.

                                             Clients

Our clients are employees of the Office of the Seimas, Office of the President and Office of the Government of the Republic of Lithuania, ministries, other public bodies and institutions, counties and municipalities. Distribution of training events by groups of state or municipal institutions and bodies and other groups (in percent) is given below:


Staff and lecturers

Lecturers of the Lithuanian Institute of Public Administration
 
Training events of the Institute are run by civil servants, specialist practitioners, legislators, university lecturers, politicians and experts from the EU Member States.  
 
The Institute maintains cooperation relationships with specialists in more than 200 areas and invites them to share experiences and know-how with participants of training events of the Institute. Among lecturers who apply modern training methods in their work there are more than 30 doctors of science. Most of them have been trained with the assistance of experts from Great Britain, Denmark, Finland and Ireland and are capable of applying modern training methods and techniques.
 
For the purpose of upgrading the lecturers’ skills the Institute organises special advanced training workshops during which the participants also discuss topical issues related with educational curriculum and management of training process. Lecturers are continuously improving their skills and professional competences abroad.

TRAINING FACILITIES AND EQUIPMENT

The Lithuanian Institute of Public Administration has well-equipped modern training facilities.
The Institute has:
  • Six training rooms of 15-25 seats with graphic projectors, multimedia equipment, writing boards, video, audio and interpretation equipment.
  • Computer literacy training classroom.
  • 80-100 seats’ conference hall with equipment for simultaneous interpretation, sound recording, graphic projector and multimedia.
On request of customers the Institute also organises training events in other places of Lithuania.  We will help you to host a training event, workshop or conference with due professionalism.
We have a hall of 120 seats for high-level conferences or receptions with a party buffet. We are kindly inviting you to use the services we offer!
